After six years of devastating budget cuts, Louisiana higher ed needs to be stabilized and built up. David will do that with spending reform and pro-growth tax reform. He'll sustain TOPS, create centers of excellence on each campus and reduce duplication, leverage higher ed research to create good jobs, and use outcome-based funding to demand value and results for our students.
